The plan pairs $1.67 billion in private capital with a $10 billion loan from the U.S. Export-Import Bank, the outlet said. Trump&#8217;s move is aimed at cutting America&#8217;s dependence on China for materials essential to electric vehicles, defense systems and advanced technology.<\/p>\n<p><span class=\"QuoteInBody-quoteNameContainer\" data-test=\"QuoteInBody\" id=\"RegularArticle-QuoteInBody-3\">MP Materials<span class=\"QuoteInBody-inlineButton\"><span class=\"AddToWatchlistButton-watchlistContainer\" id=\"-WatchlistDropdown\" data-analytics-id=\"-WatchlistDropdown\"><button class=\"AddToWatchlistButton-watchlistButton\" aria-label=\"Add To Watchlist\" data-testid=\"dropdown-btn\"><span class=\"AddToWatchlistButton-addWatchListFromTag\"\/><\/button><\/span><\/span><\/span>, the operator of the Mountain Pass mine in California, surged 4% in early trading Monday. <span class=\"QuoteInBody-quoteNameContainer\" data-test=\"QuoteInBody\" id=\"RegularArticle-QuoteInBody-4\">USA Rare Earth<span class=\"QuoteInBody-inlineButton\"><span class=\"AddToWatchlistButton-watchlistContainer\" id=\"-WatchlistDropdown\" data-analytics-id=\"-WatchlistDropdown\"><button class=\"AddToWatchlistButton-watchlistButton\" aria-label=\"Add To Watchlist\" data-testid=\"dropdown-btn\"><span class=\"AddToWatchlistButton-addWatchListFromTag\"\/><\/button><\/span><\/span><\/span> and <span class=\"QuoteInBody-quoteNameContainer\" data-test=\"QuoteInBody\" id=\"RegularArticle-QuoteInBody-5\">Critical Metals Corp<span class=\"QuoteInBody-inlineButton\"><span class=\"AddToWatchlistButton-watchlistContainer\" id=\"-WatchlistDropdown\" data-analytics-id=\"-WatchlistDropdown\"><button class=\"AddToWatchlistButton-watchlistButton\" aria-label=\"Add To Watchlist\" data-testid=\"dropdown-btn\"><span class=\"AddToWatchlistButton-addWatchListFromTag\"\/><\/button><\/span><\/span><\/span> rallied 7% and 8%, respectively, as investors bet the initiative could accelerate domestic demand and government-backed financing for the sector.<\/p>\n<p>A White House spokesperson wasn&#8217;t immediately available to comment.<\/p>\n<p>USA Rare Earth has already held discussions with Howard Lutnick, pitching its domestic mining and magnet assets to the federal government. Those talks would ultimately lead to a proposed deal that could provide the company with about $1.6 billion in funding, subject to certain conditions, and include a US government equity stake.<\/p>\n<p>The moves build on a more direct role Washington has begun taking in the sector.
